Can't Get Coupons To Work ver. 3.4

In an attempt to accept coupons in a heavily modified version 3.4, I am finding that it doesn't work.

I'm able to define the coupon in the admin, but when I enter the coupon on the view shopping cart page, nothing happened.

I made the change and it the coupon works on the view cart, but when I click on Checkout, the coupon disappears.

Any ideas?
